Roofing permits · Abbotsford, BC

Do you need a permit to replace a roof in Abbotsford?

Usually no permit; structural work needs one

On a single-family house, replacing the roof covering (like for like) does not need a building permit under Abbotsford's Building Bylaw. A permit is needed if the job changes the shape/plan of the roof, touches structural components (rafters, trusses, framing), or is on a multi-family building.

What the rules say

Abbotsford's roofing permit rules

Building authority: City of Abbotsford

Building Bylaw No. 2883-2018, Section 16: 'A Building Permit is not required for: ... (e) exterior Alteration in a single family dwelling limited to replacement of windows, siding, gutters or roofs,' excluding 'work described under Section 28 (c), Section 28 (d), and Section 28 (n)'. Section 28(c): 'any Construction which changes the plan view of any floor of a Building or the roof of the Building;' Section 28(d): 'a Sundeck, the enclosure of an area above or below an existing Sundeck, or the enclosure of a carport;' Section 28(n): 'any work which involves the installation, removal, Alteration, addition, or Repair of a structural component of the Building;' Section 28(k) requires a permit for 'Building envelope Repairs or replacement of cladding on a multi-family residential Building where there is a Registered Professional responsible for the work'. Section 3 defines 'Repair' as 'the replacement of an existing element of a Building or Structure, other than a structural element, with a component of like characteristics.'

Other local rules worth knowing

The exemption is written for single family dwellings only; multi-family/strata roof or envelope work with a Registered Professional needs a permit. Where a permit is issued, Section 96(n)(xi) lets the Building Official require at final inspection a 'third party roof certification from a certified member of the Roofing Contractors Association of BC or equivalent'. The City's Flood Restoration Permits page says structural repairs always need a permit. Building Permits & Licences: 604-864-5525, building-info@abbotsford.ca. The bylaw page (abbotsford.ca/node/199) lists 'Permit Exemptions' as a 2019 change but gives no detail; the bylaw text is the authority.

Rules and fees change. Always confirm with the municipality before work starts.

The BC basics: work done without a permit must still meet the BC Building Code. Structural changes, a new roof shape, dormers, flat-to-pitched conversions and new attached roof structures need a permit almost everywhere.

  • A site plan if the roof's footprint or height changes
  • Inspection of framing and sheathing before it's covered, then a final inspection
  • A third-party roof inspection report, where the municipality recommends one
  • Permit fees, which are usually a small part of the job

A general guide. Abbotsford may ask for more or less depending on the project.
