Single Detached & Duplex Residential Building Permit Application Guide (DOC 105005, March 2011): 'Building Permits are NOT required for non-structural minor modifications such as:' ... 'roofing repairs or re-roofing (third party inspection recommended)'. The same guide says a permit is required to 'repair, renovate or add to an existing building'. Rules and fees change. Always confirm with the municipality before work starts.

The BC basics: work done without a permit must still meet the BC Building Code. Structural changes, a new roof shape, dormers, flat-to-pitched conversions and new attached roof structures need a permit almost everywhere.
